The Louis Stokes Cleveland VA Medical Center is a 673-bed tertiary healthcare facility which provides care to over 100,000 veterans in northern Ohio. We provide care through our main medical facility at the Wade Park campus, 13 community based outpatient clinics, and 3 vet centers. This position is currently open to permanent employees of the Louis Stokes Cleveland VA Medical Center (CBOC's included), permanent employees of the Veteran Canteen Service assigned to this facility, Office of Information & Technology employees assigned to this facility, CPAC bargaining unit employees located at the Cleveland VAMC, and Virtual CBOPC bargaining unit employees under station 741 located at the Cleveland VAMC.
The Louis Stokes Cleveland Veterans Affairs Medical Center is recruiting for a Personnel Security Specialist (PIV). The Personnel Security Specialist (PIV) will function in Police Service. The Personnel Security Specialist (PIV) duties include:
- Managing and overseeing all aspects of the Cleveland VAMC's Personal Identity Verification (PIV) and Fingerprinting Programs.
- Generating and analyzing statistical and live data to determine problem areas and viable solutions.
- Keeping inventory of mission critical supplies.
- Maintaining records of certification, statistics, and details of PIV production.
- Providing access control services to employees, contractors, students, volunteers, residents, and visitors.
- Coordinating with all services and emergency management personnel in support of the Cleveland VAMC emergency plan.
- Providing video support for investigative services for VA Police, Inspector General, and other authorized agenecies.
- Developing internal controls via local evalutions completed on a continual basis.
- Ensuring complaince with required national inspections and taking corrective action.
- Maintaining database management functions and statistical aspects of the PIV and Fingerprinting programs.
- Serving as primary timekeeper for the service.

In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:
- Time in grade: Applicants who are current Federal employees and have held a General Schedule (GS) grade at any point in the last 52 weeks must also meet time-in-grade requirements. For a GS-07 position you must have served 52 weeks at the GS-05 level.

In addition to the qualifications above you must also have:
Applicants must possess one year of specialized experience equivalent to the GS-5 level in the Federal service to qualify at the GS-7 level. Specialized experience is defined as experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Personnel Security Specialist. Examples of appropriate experience include: searching files, documents, or other sources for information, providing guidance or assistance on established polices or procedures, using a computer to process and analyze data, and preparing correspondence and basic reports.
Possess one full year of graduate level education or superior academic achievement (SAA) from an accredited college or university. One year of graduate level education is 18 semester hours or the number determined by the school attended to represent one year full-time study. SAA is based on class standing (upper third), GPA (3.0 or above) or honor society membership.
Possess a combination of experience and education as described above to qualify for the Personnel Security Specialist at the GS-7 level. To determine if you meet the combination requirement, first determine your total qualifying experience as a percentage of the experience required; then determine your education as a percentage of the education required; finally add the two percentages. The total percentages must equal at least 100 percent to qualify. For example, the position to be filled is a Personnel Security Specialist. You have 6 months of specialized experience equivalent to GS-5 and 6 months of graduate level education. You meet 50 percent of the required experience but none of the required education, since you do not have any graduate study beyond that which is required for GS-7 (1 year). Therefore, you meet only 50 percent of the total requirement and are not qualified for the position.

Physical Requirements: The work includes sitting; walking; standing; bending; carrying of light items such as papers, books, office supplies, etc. No special physical demands are required to perform the work.
